showInAddressBook AD attribute not being updated by RUS

I am having an issue where when I make changes to a users group
membership that would effect which address lists the user would appear
in, the changes are not being mad by the RUS. If I force a rebuild on
the RUS the changes are made and the users show up in the appropriate
address list. The "update now" function does nothing.

When a new user is added, it show up in the GAL and the addresses for
the user are generated as expected.

Going through a few KB articles, I have determined the following:

The current msExchServer1HighestUSN value for the RUS is: 1278458
The uSNChanged value for a user in question is: 15567068

As you can see the values are way off. Looking through the log you can
see that when RUS queries AD for objects that have been modified, it is
looking for a range of uSNChanged values that are nowhere close to that
of the user objects. So the showInAddressBook AD attribute for the
users are not being updated. Here is a snippit from the event log:

Searching directory <domain> at base 'DC=xx,DC=xxx,DC=xxx' using filter
'(&(USNChanged>=1278452)(uSNChanged<=1278458)

Why is the value of the RUS so far off from that of the user objects?
How can I fix this issue?

I don't want to have to force a rebuild everytime I make a change to
group membership.
