Forget everything you have currently in place.

Set up one or more Exchange 2003 Servers and configure them to be
"Exchange Front End" servers.
Configure all the other servers that host mailboxes to be Back End
Servers (which they will be by default anyway)
Create an A record in DNS called WEBMAIL and assign the IP address of
the Front End server
Tell everyone to go to webmail.domain.com/exchange
The Front End will correctly distribute the requests.
