Messages Appear Late in Public Folders

Exchange 5.5 SP4 (yes, I know it's an antique, we're just about to get under
way with 2003)

Several of my Public Folders are "mail-enabled" (addressable by SMTP
address). For some reason when a local mailbox sends to them, the messages
don't display for minutes or even hours. When they finally display, in some
cases they display as "read" instead of "unread." The message tracking logs
insist that they've been delivered to the proper folder at the exact same
time they were sent.

This is something that always worked in the past, and I haven't changed a
thing.

You can use a local mailbox to post directly into the folder, and it works
(the message displays instantly).

They work fine when you send them messages from the Internet.

No NDRs. I turned up logging to Medium on Public Information Store/General
on both servers where we have Public Info stores and no errors have come up
yet.
