You need to be running at least Outlook 2003 SP3:

in Regedit for each workstation.:

HCU\Software\Microsoft\Office\9.0\Outlook\Security

Create a new string called "Level1Remove"

Value: .exe

There is no setting in Exchange to do this. You could IIRC use the
Office 2000 Resource Kit http://www.microsoft.com/office/ork/2000/ and
publish security settings in a public folder that are accessible to
your users, but for a one-off deal, it might be easier to simply add
this key to the workstations via a script or during login.
