message to outside world stuck in queue

Configuration:
ISA as firewall
Exchange 2003 -

Internal messages are sent fine - external messages are queued with "The
communication was dropped by the remote host."
This is a new exchange server (the original died - but could send messages
out the ISA)....

any clues for me to check?
