There is not an Organization Library folder by default, the name is
used as a "reference" in the documentation to describe the folder's
purpose. I too was confused by the documentation, it does read like
the folder should already exist.

What I did was created a folder, and named it to match the purpose,
then set the permissions. In this way I didn't have to concern myself
with altering the pre-existing folders.

After you create the folder and assign the appropriate permissions,
replication will need to occur before you can locate this new
repository from within your Outlook client.
