Remove messages from Deleted Items Folder, Exch 2003

Hi group
I have a funky problem- Using reciepient update policies I set a new
policy with Mail Box Management to delete all messages that are more
then 30 days old from the deleted items in the mailbox store. (we have
only one store and one administrative group with about 120 users. When
I update the policy and then click on the server to start the mailbox
management process nothing happens. I filtered it to only run on my
test mailbox that has messages in the deleted items folder from Feb
and those items are still there. I also turned on the notifications
and I get the verification message that the proces has run, but it
does not locate any mail to be moved or deleted. It seems as if the
policy simply does not "see" the messages.
So does anyone know if there is something else to be done? I have
followed the MS article 319188 on creating the policy step by step.
And also on the server and Mailbox store properties I notice the under
the "policies" tab nothing is listed- is there a process I have to do
to "bind" the policies to the message store - or is this only for
system policies?
