PUblic Folder Migration

I am migrating from Exch 2000 to Exch 2003. I have manually moved the
mailboxes to the new server and now I need to migrate the Public Folders so
I can decommission the old server.
When I add the new server as a replica the folders seem to get created on
the new server but none of the content is replicated. Users that have
mailboxes on the new server can see the directory structure but no content.
My understanding is that it can take weeks for the content to replicate?!?!
What are my options at this point? My problem is that the majority of the
users are on the new server and need to be able to access the Public
Folders. I can't wait weeks for the content to replicate. I have looked
into the PFadmin and PFmigrate utilities but I am hesitant about running
them.
Just how long does it take to replicate content of PF? I added my new
server to the replica on a Friday after work and I still could not see any
content on the Sunday but as soon as I remove the new server as a replica
all of the data reappears. That says to me the content hasn't begun to
replicate yet. My next step is to activate some diagnostic logging to see
if there are some errors in PF replication. Has anyone seen similar cases?
Any input is appreciated.
