There is nothing that says you must drag them to a mailbox first. Just make
sure that you have the pst file mounted and drag and drop the contents from
the PF directly to the PST file (from within Outlook).
Otherwise, there are no other built-in tools for exporting Public Folders.
You may be able to find a 3rd party tool to do this. Another suggestion
might be to create a Mailbox that all messages get archived to instead of
using a Public Folder. This way, you could automate the process using
Exmerge.
