Sure. You want to quarantine the message and notify the recipient.
Ther recipient can either ignore the mesage or release it for
delivery. You want to limit the users that receive these quarantine
notifcationa.

Perfectly understandable.

That kind of thinking can cause problems. You want to define what's
acceptable. That's what policy is for.
You can define the rules for filtering mail. You can use those rules
in a policy that's applied to all, or some subset of recipients. You
can define the levels, again, based on the recipient, at which mail
will be quarantined (or deleted -- which some of it should be).

Nobody does. But, you know what? The telephone still works. Mail is
not the only form of communication that still works. And, if the spam
problems continue to grow at the rate they've been growing, I'm mre
and more convinced that snail-mail is better for lots of things.

So, why is the support staff asked to deal with this?
Don't send quarantine notifications to students. Don't send all
messages to the same quarantine queue.
What you want is something more than what you'll get from Microsoft
Exchange. They seem always to be at least two or three years behind in
this area.
