OWA SPELL CHECK

I have just recently upgraded to EXCHANGE ENTERPRISE 2003 and everything
works great for the most part except OWA 2K3 spell check. I receive an error
the states "The current item can't be checked, please try again later". I
have done major research and configured my mail server to Microsoft
specifications. I have changed the permissions in ISM for scripts and
executeables. I have all users login in with the FQDN Before their name and
have assigned permission for full control for the exchangeb directory, but
still no luck. I also receive the following error in the event viewer

Description:
The server failed to load application '/LM/W3SVC/1/root/ExchWeb/bin'. The
error was 'The server process could not be started because the configured
identity is incorrect. Check the username and password.
 Unfortunaltely our mail server is configured to be a backup domain
controller and I know a mail server should never be a back up domain
controller, but the company I work for has a strict budget. Microsoft claims
this error takes place because the IWAM_MACHINE ACCOUNT is not syching with
the IWAM_MACHINE DOMAIN ACCOUNT so basically the IIS metadatabase is not
synching with the domain account in active directory. Here is the problem on
a Domain Controller all local accounts are disabled by default. Is there any
around this other than depromoting the exchange server from a Domain
Controller?
