Probably worth pointing out that users can whitelist users and domains. IMF
will respect the user's junk mail settings assuming the message wasn't
outright rejected at the IMF gateway.

With IMF you set two thresholds, one for the gateway and another for the
mailstores. If a message is caught at the gateway threshold the user will
never see it, regardless of their junk-mail settings. If it is caught at
the mailstore threshold it will only be moved to the user's junk mail folder
if they have enabled junk mail filtering and they haven't whitelisted it.
Users need to be running Outlook 2003 or OWA 2003 to enable junk mail
filtering.
