Cannot see Administrative Groups

Answered the question myself. When I used the delegation
of control wizard to assign Exchange View Only
Administrator permissions to the organization, an ACL was
added to the Org object that specified _only_ View
Information Store Status and no other permissions. After
I modified the ACL to grant Read, Read Permissions, List
Contents, List Object, and Read Properties permissions,
everything is working normally now.

So why did the delegation of control wizard mess up the
Exchange Read Only Administrator permissions so badly?
Is this a bug?
