Both Susan and Martin have the right idea.

first thing to do is check the user's dumpster:
Open Outlook
Click the inbox
Go to the tools menu
Select "Recover Deleted Items"

Next up, if you're running Exchange 2003 you can restore your backup to a
Recovery Storage Group. Then use Exmerge to export and import the mail in
the user's backed up mailbox.

Lastly, set up a private domain with Exchange, restoring the MDB there and
then using Exmerge to export and import the mail back to the user's
mailbox.
