When running in Cached Mode, the Outlook Client does not actually use the
Global Address List, it uses the Offline Address Book which is based on the
Global Address List. This Offline Address book is only updated by the
Exchange Server once every 24 hours by default, then the updated OAB is only
downloaded by the client once every 24 hours by default, thus, changes to
the GAL are not visible immediately.
