Mailbox permisions

I am trying to change the permissions on a User's mailbox,
and I am unable to do so because it says it is inheriting
permissions from the parent.
>From active directory, in the User properties, "Exchange
Advanced" tab, in the "Mailbox Rights" is where I am
trying to edit the permissions. Can someone tell me where
it is inherating permissions from?
I am running Exchange 2003
