Open Internet Services Manager
Expand the Exchange web site (Default Web Site unless changed on install)
Properties of OMA
Directory Security Tab
Edit "Anonymous access and authentication control"
Make sure you have "Basic Authentication" checked.
Apply (you may have to restart IIS. Run iisreset from command line.)
