SMTP stoped sending mail

Hello all,
Recently my ISP (Rogers High Speed) has changed its mail configurations, and it was at this time that my Exchange Server decided to stop sending mail.
I am running windows 2000 server, with exchange 2000. Since all of my mail is being sent out through my ISP I have my Smart Host set up to send through their SMTP server. I have authentication set up using my Rogers account. Everything was working fine until they changed their settings.
I have tried clearing my DNS cash, Adding connectors, changing every SMTP setting, plus numerous other fixes I have found on the web.
I have all SP installed, and all windows Updates installed.
I am able to send mail through outlook if I set up a pop account local on a workstation. I have also done a nslookup on various mailservers I am trying to connect to and they all seem to work fine.
I am out of options and I have tried everything.
Could someone shed some light on this....
