Speaking only from the perspective of inbound Internet mail:
If you have two MX records pointing at the two host names of the two
servers and the primary (preference 10 by default) goes down then mail
will be sent to the secondary and distributed. Mails for users on the
failed server / link will be queued until connectivity is restored.
You can look at the queues within Exchange Server Manager to see how
many messages are queued on the secondary server waiting to be
delivered to the primary.
