Ok, This should be set on the First storage group (if you havenot renamed
it) from ESM. Note that if there is no tick on the (I think you said you
already checked this) then maybe the exchange services have not been
restarted since the change was made.
Altering this setting require the info storage server to be stop and
restarted.
