Exchange 5.5 Mail Looping in MTA

I have an Exchange 5.5 sp4 Organization with multiple
sites. Recently I've noticed e-mails with large
attachments (over 2MB) have been looping in the MTA.
These are e-mails moving between sites over X.400
connectors. They will transfer back and forth between
two sites and never be delivered. Small e-mails without
attachments are still delivered.

The size restriction on all servers involved is 15MB and
none of the e-mails exceed this.

Anybody seen or heard of anything like this before?
