Exchange 5.5 storage limits

NT4 servers running Exchange 5.5
Previously the only storage limit was a default warning at 50mb configured
under Private Information Store properties on each server. Increased this
to warning at 75 and deny send at 100.
Problem is that it doesn't seem to be kicking in for everyone: I stuffed my
own mailbox full of crap to go over the limit but I'm still getting warning
messages saying I have exceeded the (old) limit of 50mb. Unfortunately I
am still able to send e-mail! My mailbox is configured to use the IS
default (no specific limit is overriding it for me.)
It doesn't seem to be working for some other people either-- but every now
and then the help desk tells me that someone is complaining about the new
limits (which is what I want to hear....) Can't find a pattern.
I'm thinking that it takes time for these limits to take effect or to
replicate across the servers? But even if I log on locally at any server
and run Exchange Admin, the correct limits are there. I don't think it has
to do with the warning intervals because I am still getting the old 50mb
warning every night at the scheduled time.
