Auditing mailbox access

Is there any way to enable auditing to detect when a user
opens another user's mailbox? We need to audit our Domain
Admins and make sure no one is reading mail when they
weren't given authorization.
Also, within a mail-enabled user there is a function in AD
to "forward all mail to another user". This allows all
email destined for one user to also be sent to someone
else. Any way to audit who turn that on/off?
