I went into ADUC under the user, Exchange General, Delivery Restrictions, Sending Message Size and Receiving Message Size and increased them to 20Mb. I had someone send me a email internally and externally that was over 10Mb and under 20Mb and they both were rejected.

                 This message is larger than the current system limit or the recipient's mailbox is full. Create a shorter message body or remove attachments and try sending it again.
