If you only have two users who need the ability to send large attachements
the best way to do it would be using ADUC and specifying the increased limit
for their user object. This will override any settings specified Globally.
You have your understanding of effective settings backwards. If you set
something Globally it affects all Message Delivery UNLESS you specify
something at the Virtual Server which overrides Global Settings. Ifyou set
something at the user then you are overriding both Global and Virtual SMTP
server settings. Message limits is not something that can be configured on
the Mailbox Store so I am not sure how you would go about specifying
different message size limitations without modifying their user account. You
may be able to use an SMTP connector.
