Try this:

If this problem occurs, perform the following steps:

1. On the Tools menu, click E-Mail Accounts.
2. Click Next.
3. Select Microsoft Exchange Server, and click Change.
4. Click More Settings.
5. Select the Advanced tab.

If the Mailbox Mode box reads "Outlook is running in non-Unicode mode
against the
Microsoft Exchange server.", you need to create a new Outlook profile and
run
Outlook using that profile; the 80040119-501-0-5C0 error is associated with
a
profile that runs Outlook in non-Unicode mode. Once you start Outlook using
the new
Outlook profile, the problem should no longer occur.

I realize you state you've tried with a new profile, but this should not be
happening if that is true. Make sure after you create the new profile that
it is indeed the profile that Outlook is using.
