How to create a shared resource (e.g. meeting room etc) in Exchange 2003

In Exchange 5.5 to share a resource like a meeting room
that could be scheduled, a mailbox for the shared resource
was created. Inviting the shared resouce to a meeting
allowed you to schedule the resource.

How is one supposed manage/schedule a shared resouce in
Exchange 2003?

In Exchange 2003 you create mailboxes by creating a user
(which consumes a CAL). Is there a way to share a resouce
without creating a user/mailbox and consuming a CAL?
