Did you restore the metabase.bin file from backup ?
Have a look in IIS Manager under the Default Exchange website, Directory
Security tab,
Edit button for Authentication and access control, what is the domain name
set to ?
Under Authentication is anonymous access disabled ?
Are you connecting via HTTP or HTTPS ?
Are both the IIS Admin Service and WWW publishing service both started ?
