I would suggest to verify that you have mail flow between the two servers
both ways. Public folders replicate via e-mail, so check for bacis mail flow
first and also turn up diagnostic logging on all of the replication
categories on Public Folders. Increase the buffer on your application log
and from ESM force replication on both the public folder hiearchy and
content. Then look in the application log for any indications of why
replication is not occuring.
