First suggestion - ignore the replication status.

Second suggestion - if replicas have been set up for all of the folders on
both servers, take a look under the Public Store of each server and compare
the # of items you see in the folders under Public Folders. If the items
count match, then they've replicated fine. If not, then there is public
folder replication to troubleshoot and I'll be happy to provide the next
things to look at if you find they truly aren't replicating.

Very few of us here in Exchange support rely on the replication status
indications because we rarely find them to be right...

When I look at the replication status, the 2000 server will say In
Sync, the 2003 server will say Local Modified.
