User cant log in

Im using SBS 2003 w/ exchange for email. One of my users
is unable to login with outlook (using http.) I know his
settings are right because when I conneced his PC on the
local network it works fine. But when he uses the
internet to connect it wont keeps asking for username and
Password. All other users (local and remote) are working
fine and I know his username and PW are correct, because i
tried to use a different PC and I had the same problem.
Any Idea what setting I may have wrong? Im stumped.
