How can I add mail folders from a group policy or script?

Is there a CENTRAL (Not individually in outlook) way to add a folder or sub-folder to users mailboxes? Something that is built in to exchange, free tool, via a script, or a group policy?

Is there a CENTRAL way to route inbound mail sent to a users mailbox's into a folder or sub-folders folders based on content? (Not individually in outlook) Like a outlook rule (or filter) but administered globally, perhaps via a group policy or something????
