You can do this via GPO and the Outlook .adm template. Grab the relevant
Outlook .adm template (i.e. Outlook 2000 = outlk9.adm) and import it into a
new GPO template. You can then centrally control the free/busy setting
within the template (as well as other settings) and push it out to the
desired clients via the GPO.
