Adding a disclaimer to outbound smtp messages

In exchange 5.5, we had an outbound disclaimer
automatically attached to all outbound emails.

What is the easiest way to accomplish this in Exchange
2003 ? I saw one knowledge base article that referred
to creating a VB script to do it, but that seems a little
archaic. Anybody have any other ideas ?
