There are three places to set file paths.

The path listed on the Recovery storage group. - This is for transaction
logs for the RSG.
The path listed on the database that you added to the RSG - These are the
locations for the edb and stm files. This is where they will be restored to.
The path that you specify for the temp location for NTBackup during the
restore.

The restore should restore the databases to the location listed on the
properties of the database in the RSG.
The temp location should be where we restore the logs from tape and the
restore.env file.

The temp location can be anywhere. If the directory does not exist it should
create it for you. It does not have to be the same as any of the other two
paths.

What does the backup log report when it fails?
What is logged in the application log?
