The Error you are seeing on the server about the OAL not being generated
appears to indicate insufficient resources:

C:\Documents and Settings\Administrator>"C:\Documents and

ecInsufficientResrc-MAPI_E_NOT_ENOUGH_RESOURCES

Unless you successfully are able to build an Offline Address List on the
server, you will not be able to get the clients to download it. I would
suggest you concentrate on the server and see if there are resource issues
(going by what Error.exe is reporting).

Please increase diagnostics logging on "OAL Generator" as described in the
following article:

The relevant events you are supposed to see are mentioned in the article.
