Frank,
You will need to dump the user from the AD using something like LDP, LDIF,
or ADSIEdit and verify that they have the 'show in address book' value is
present and populated. The GAL pulls from this value, while an LDAP lookup
queries the AD directly.
If the value isn't present (which it sounds like its not), then you have a
RUS configuration issue or have manually entered proxy address information
which causes the RUS to skip the user. If this is present, retrieve the
properties of the "Default Global Address List" and click on the "preview"
button. If the missing users appear here, you have a permissions issue.
