How to create public folders?

It seems like an easy enough question. But I've been
trying to do it with no luck. I can't seem to find any
articles that spell out how to do this seemingly easy
task. Can somone shed some light on how to create a
Calendar in the Public folders?

My Server is Win 2K running Exchange 5.5

Users have Outlook 2K, XP, and 2K3
