Hello Greg,

There are two things we would have to set up to accomplish your goals. It
would be quite lengthy to explain but here is some direction in a nut shell.

1) Set up recipient polices to collect mail for @ourdomain.com and
outsidedomain.com so Exchange will accept and route mail for both domains.
Ensure that the user has both SMTP addresses stamped on their account.

2) To restrict outbound mail you can create an SMTP connector and configure
it to use DNS for delivery and itself as the local bridgehead. This part is
kind of messy but you can then add users to the advanced tab to reject
messages from.
