Restrict Outbound Only SMTP by OU

Greetings,

We have an OU containing 50 or so users where we would
like to Restrict the OU member's ability to send email
outside of our organization (domain).

The OU members will be allowed to send / receive email
to / from any of our organization' s mailboxes.

The additional request has been to allow the OU members
the ability to receive email from outside of our
organization. (domain)

So is user1@ourdomain.com is a member of this OU:
1. user1@ourdomain.com can receive mail
outsideuser@outsidedomain.com

2. user1@ourdomain.com can receive mail from
user2@ourdomain.com

3. user1@ourdomain.com can send mail to
user2@ourdomain.com

4. user1@ourdomain.com CANNOT send mail to
outsideuser@outsidedomain.com
