With Exchange 2000 on Windows 2000 or Exchange 2003 on Windows 2000 you
would see a delay of 23 seconds before we attempt the second MX. This would
happen each time we sent to that domain.
This problem should be gone with Exchange 2003 on Windows 2003. I'm sorry
other than that I'm not sure how to resolve the problem. It should use the
backups.
