I use a USA keyboard, so this is just a guess.
If you close excel and reopen it in safe mode, does ctrl-` work ok?
Close excel
windows start button|Run
excel /safe
Type in a formula and test it.
If that works ok, then maybe you have a macro that's been assigned to that
combination of keys.
