I think you're referring to a scrollbar. It isn't normal behaviour for it to keep changing
while the mouse hovers over it. I just tested to be sure (XL2003). If your mouse button is
sticking down, you'd get that behaviour. If you click a cell, then move to other cells, do
they all select (as if the button is stuck down)?

With the scroll bar, does the slider move? Does the linked cell increment? Have you tried
creating another to see if it behaves the same? Try that in a new workbook.

mode.
If I click (and release) once on the slider arrow the slider increments by
one, but then continues incrementing as long as the mouse pointer hovers
over the slider arrow (even though I click and release no more than once).
I just want it to increment one unit for one click and release, recalculate
and let me see the results on a graph, then I may click again to increment
one more and see the results again.

Is there a way to fix this?
