First, when you type "x2" are you referring to chi-square?
If so, the formula you cite does look a little odd. The standard definition
of "effect size" in statistical analysis is the difference between two
averages divided by the standard deviation of the values that underlie those
averages. I can speak with some authority here: I was there when my grad
school advisor invented the technique and the term.
