Excel 2007 Paste Special Values Comment Disappears

Comment in cell goes away when pasting formulas as values.
But:
A subsequent right click to reinsert the comment reveals these comment
fields in the dropdown:
Insert Comment
Delete Comment
When selecting Insert Comment to recreate the missing comment, the
previous comment is already populated in the comment box. The red
corner tag is missing.
If I click on the delete comment, and then recreate it using Insert
Comment, it then appears with ti's red tag.

Is it just me?
