Right click on the QAT (Quick access toolbar, default is top left by Office button with save undo buttons). Then select All Commands from the dropdown and scroll down the list to speak cells and add it to the QAT. It's just not made it to the main ribbon. I suspect you'll need start and stop

In Office XP my Excel could speak the cells. Since upgrading to Office 2007
it has dissapeared. Can anyone tell me how to get it back in Excel 2007?
