Conditional Formating another cell

Hi There,

Is it possible to change the contents of a cell based on a result of
ANOTHER cell.

Eg I would like to highlight in Red the word MICE (in Cell A3) because
cell B3 >= 1
A B
Dogs 1
Cats 1
MICE 2
