Assuming you are doing this from Excel, when you go to the file open
dialog you need to modify the "Files of type" dropdown at the bottom
from "All Microsoft Office Excel Files" to (easiest) "All Files (*.*)"
- this way the csv files will show up listed in the folder.
And yes, you can save csv files to anywhere you can save Excel files.
