Just to add: rolling dice is supposed to be random. That doesn't exclude
numbers that already have come up, though.

That is just one application of "random" (I'm not even sure it is).
If I have 10 positions that I want to fill randomly with numbers 1-10, and
I've done 9 and duplicates are excluded, there is not a lot of randomness
about the last one.
I think all depends on how "random" is applied.

why would the "Sampling" tool render duplicate values?
if i have 60 focus group candidates, and i do a random sampling of the
60
candidates' numbers to get a sample of 10 random candidates, why would

be duplicates?
