Just a wild guess.
Maybe something bad happened to those icons on the toolbars.
Can you reset them? (You'll have to rebuild anything you customized.)
tools|customize|toolbars tab
select worksheet menubar
click the Reset button
(that gets the View|zoom... option (not tools|zoom)
Do the same for the Standard toolbar (for the zoom icon).
